Why do I not see any Bid Packages in the Bidding tool?

To view a bid package, users with 'Standard' or 'Read-only' permissions to the Bidding tool must be added to the 'Bid Submission Notifications' field on the bid package's Overview page. Contact a bidding tool Administrator to add you to the necessary bid packages.
